Chapter 1: National Police Week Overview
A Brief History of National Police Week:
National Police Week is an annual event honoring the service and sacrifice of law enforcement officers across the United States. The origins of this commemorative week can be traced back to 1962 when President John F. Kennedy signed a proclamation designating May 15 as Peace Officers Memorial Day and the week in which it falls as National Police Week. Since then, it has grown into a series of events that pay tribute to the men and women who have lost their lives in the line of duty and celebrate the dedication and commitment of those who continue to serve and protect our communities.
The Early Years: 1960s to 1980s
In the beginning, National Police Week was a relatively low-key event, with local departments observing Peace Officers Memorial Day and the week with small-scale ceremonies and gatherings. During the 1970s and 1980s, the event began to gain more attention, and organizations like the Fraternal Order of Police (FOP) and the International Association of Chiefs of Police (IACP) started to advocate for more recognition and support for law enforcement officers.
The Establishment of the National Law Enforcement Officers Memorial: 1980s to 1990s
The turning point for National Police Week came in the mid-1980s when a group of law enforcement officers and supporters, led by former U.S. Representative Mario Biaggi of New York, began working on the establishment of a national memorial to honor fallen officers. In 1984, Congress authorized the creation of the National Law Enforcement Officers Memorial Fund (NLEOMF), a private nonprofit organization tasked with designing, building, and maintaining the memorial.
The National Law Enforcement Officers Memorial, located in Judiciary Square in Washington, D.C., was dedicated on October 15, 1991. The memorial features two curving, 304-foot-long walls with the names of more than 22,000 officers who have died in the line of duty throughout U.S. history, dating back to the first known police death in 1791. The memorial has since become the focal point of National Police Week, with thousands of officers and their families visiting each year to pay their respects and attend various events and ceremonies.
The Growth of National Police Week: 1990s to Present
In the years since the dedication of the National Law Enforcement Officers Memorial, National Police Week has grown to include a wide range of events, ceremonies, and gatherings, many of which are organized by the NLEOMF, the FOP, and other law enforcement organizations. Some of the most notable events include the Candlelight Vigil, held annually on May 13, during which the names of officers who have died in the line of duty in the previous year are added to the memorial walls; the National Police Survivors Conference, organized by Concerns of Police Survivors (C.O.P.S.), which provides support and resources for the families of fallen officers; and the annual Police Unity Tour, a multi-day bicycle ride that raises awareness and funds for the memorial and the families of fallen officers.
Today, National Police Week attracts tens of thousands of law enforcement officers, their families, and supporters from across the United States and around the world. Fraternal Order of Police - DC Lodge One (FOP-DC One)

As an annual event, the Fraternal Order of Police DC Lodge 1 offers visitors and locals alike a unique opportunity to celebrate National Police Week in Washington D.C. This event is known for its lively atmosphere, with plenty of opportunities to socialize, drink, and have a great time. Previous events have included charity events, music performances, and cookouts, all of which create a festive and welcoming environment for attendees. The FOP-DC Lodge One's event is a great opportunity to meet and socialize with members of the law enforcement community while having fun and enjoying some of the best aspects of D.C. life. "We Remember the Heroes" National Police K-9 Memorial Service, brought to you by the National Police Dog Foundation. This touching memorial service features a wreath-laying ceremony, paying tribute to the courageous police K-9s who have made the ultimate sacrifice while serving in the line of duty.

In 1997, Florham Park Police Officer Patrick Montuore envisioned a powerful way to honor fallen law enforcement officers: a four-day bike ride from New Jersey to Washington, D.C. Thus, the Police Unity Tour was born.
From just 18 riders embarking on a fundraising journey, the tour has grown into nine chapters with nearly 2,600 members nationwide, all dedicated to raising awareness and commemorating the sacrifices of their fallen comrades.
The challenging ride unites participants in a common goal, and throughout the year, they fundraise and train to ensure a successful event. As the tour concludes at the National Law Enforcement Officers Memorial, emotional reunions unfold between riders and the families of the fallen. Many participants present remembrance bracelets worn during the ride to these families.
In May 2022, the Police Unity Tour proudly donated $2.0 million to the National Law Enforcement Officers Memorial Fund, totaling over $33 million in contributions since its inception. The tour now sponsors the National Law Enforcement Museum's Hall of Remembrance and other meaningful programs, perpetuating the memory of those who made the ultimate sacrifice.

DC FOP One will have vans providing transportation from their lodge to and from Tent City. The cost will be $10 roundtrip. You can also purchase wristbands inside the lodge.
Tent City is an exciting time filled with music, delicious food, and drinks at the bar while catching up with friends. Vendors will set up stalls all over the parking lot and it will be a free for all of fun events, food, and drinking.

The 18th annual National Police Week 5K (NPW5K) is 18th annual National Police Week 5K is organized by The Officer Down Memorial Page (ODMP), a non-profit committed to commemorating the United States' fallen law enforcement heroes. As the country's most extensive law enforcement memorial, ODMP immortalizes over 26,000 officers through online memorials and tribute pages.

Concerns of Police Survivors allows you to register through them to get a pass to get you into closed off spaces within the Candle Light Vigil. This is not required though. You can also find more information at:

Dress Code: Dress codes vary between agency to agency. Some departments require officers dress in their uniforms especially if they are representing a fallen officer. Other departments require a department polo and pants. If you are just attending the event without representing a department, you can get away with smart casual.
The 36th Annual Candlelight Vigil will take place on Saturday, May 13th, on the National Mall (between 4th and 7th Streets and Madison and Jefferson Drives) in Washington, D.C. Hosted by the National Law Enforcement Officers Memorial Fund, this hallmark event of National Police Week features a formal dedication of the names engraved on the Memorial Wall that year. The ceremony on the National Mall includes candle lighting, name readings, speeches by dignitaries, and musical performances to honor the memory of the fallen heroes.

The National Police Survivors' Conference offers a nurturing environment for the surviving family members and colleagues of fallen officers. This gathering allows them to connect with other survivors, share their experiences, and find mutual support. Mental health professionals are available for discussions, and seminar sessions offer valuable insights to help attendees and their families navigate the grieving process. By participating in National Police Week and the Survivors' Conference, attendees gain a deeper understanding of the journey through grief and the assistance provided by organizations like Concerns of Police Survivors (C.O.P.S.).

Since its inception in 1995, the Memorial March and Service has become a signature event during Police Week in Washington, D.C. The march kicks off at 6:00 pm on Capitol Hill at New Jersey Avenue and F street NW, featuring pipebands, Emerald Societies, Honor Guards, and vintage police vehicles from the U.S. and Canada.
At 6 pm, a lively Memorial Service begins with performances by public safety pipebands, including police, fire, law enforcement, and sheriff members. The 2023 Host Pipeband & Honor Guard is the San Jose Police Emerald Society Pipe Band (CA). The service features speakers, mass band performances, and concludes with the placing of two wreaths at the memorial center.
The service honors not only fallen Irish-American officers but all officers who made the ultimate sacrifice. Over the years, it has attracted Congress members, police chiefs, and various leaders, even gaining nationwide media attention with a feature on "America's Most Wanted" hosted by John Walsh.
The National Conference of Law Enforcement Emerald Societies (NCLEES), which sponsors the event, was also founded in 1995. Current National President, Deputy Chief Robert Kearns, is a 38-year veteran of the Jersey City Police Department. NCLEES boasts 89 chapters across the U.S., Canada, and the UK, uniting law enforcement and firefighters in a shared purpose.

Required: ***Attending law enforcement officers are required to wear their badge on their outermost garment and carry two forms of current government and legible ID, including their department's credentials. The Secret Service screens everyone entering Capitol Grounds for the ceremony.***
The Annual National Peace Officers' Memorial Service, sponsored by the Grand Lodge Fraternal Order of Police and the Grand Lodge Fraternal Order of Police Auxiliary, is a moving and significant event held each year during National Police Week. Taking place on the West Front of the United States Capitol in Washington, D.C., the service primarily honors officers who have recently made the ultimate sacrifice, while also paying tribute to all fallen officers.
Starting at 12 noon and lasting approximately 3.5 hours, the memorial service features speeches, prayers, and musical performances, creating an engaging and emotional atmosphere.
Seats are only available surviving family members, escorts officers, and authorized guests. Getting there early won't get you seat but will get you a location with a better view or in the shade.
Surviving family members, friends, colleagues, and law enforcement professionals from across the country gather to remember and celebrate the lives of those who have made the ultimate sacrifice in the line of duty. The President of the United States often attends the event, delivering a speech to express gratitude and support for the law enforcement community.
The Annual National Peace Officers' Memorial Service not only honors the dedication, bravery, and selflessness of law enforcement officers, but also serves as a reminder of the risks they face daily to ensure the safety and security of the public. This heartfelt gathering provides an opportunity for survivors to connect with one another, share their experiences, and find comfort in the knowledge that they are not alone in their grief.

Chapter 3: What to Expect
In this chapter, we will provide you with an overview of what to expect during the key events of National Police Week, such as the C.O.P.S. Candlelight Vigil and the Police Memorial Ceremony on May 15. We will discuss the formats of these events, typical agendas, and what you might expect to experience as a first-time attendee.
Concerns of Police Survivors (C.O.P.S.) Candlelight Vigil:
Arrival and seating: Arrive early to secure a good viewing spot, as the area surrounding the National Law Enforcement Officers Memorial can fill up quickly. Ushers will be available to help direct you to the seating area. You will have needed to register ahead of time to get to a seat past the barricades closer to the front of the stage. Don't worry if you didn't register though! There is plenty of standing room on the lawn and you'll be ushered to an area where you can stand. They will be passing out candles and lighters as well for the event so you can use for the ceremony.
The ceremony will begin with an introduction and opening remarks from a representative of the Concerns of Police Survivors organization or a guest speaker. The heart of the ceremony is the reading of the names of the fallen officers added to the memorial wall that year. As each name is read aloud, a candle is lit in their honor. After all the names have been read, there will be closing remarks and a moment of silence to honor the memories of the fallen officers. There will be a concert during the event and you’ll be on your feet for several hours. Make sure you bring water and a snack as there are no concessions around the area and it can be a long evening.
Arrive early to secure a seat, as attendance at this event can be high due to the presence of the President, members of Congress, and other dignitaries. The ceremony begins with an introduction and opening remarks from a representative of the National Law Enforcement Officers Memorial Fund or a guest speaker. Various speakers, including the President of the United States, will address the audience, honoring the fallen officers and their families. A wreath is placed at the memorial wall, followed by a 21-gun salute, signifying the highest honor given to those who have made the ultimate sacrifice. The ceremony concludes with closing remarks and a moment of silence to remember the fallen officers.

Tips for First-Time Attendees:
Plan for the weather: Check the local forecast and dress accordingly, as these events are held outdoors and may proceed in rain or shine.
Bring tissues: The emotional nature of these events can stir powerful emotions, and it's not uncommon for attendees to shed tears. Bring tissues for yourself and others around you.
Be prepared for security: As with any high-profile event, security measures may be in place, especially at the Police Memorial Ceremony. Arrive early and be prepared for possible security screenings. Make sure you bring 2 forms of government ID (even if you're in uniform!)
DO NOT bring guns on tours of government buildings (e.g. Library of Congress, The National Archives, US Capitol, Holocaust Museum, White House, etc) There is very limited gun locker space (if at all) and you may be denied entry.
Network and connect: National Police Week brings together law enforcement officers, their families, and supporters from across the country. Take the opportunity to network and connect with others who share your passion for honoring and supporting our nation's heroes. Make sure you bring patches and coins if you want to trade!
Chapter 4: What to Pack
As you prepare to attend National Police Week, it's essential to pack everything you'll need for the various ceremonies, memorials, and gatherings. This chapter will guide you through the essential items to bring, ensuring that you're well-prepared for the week's activities.
List of Items to Bring
1) Class A Dress uniform: Your Class A dress uniform, complete with a hat, tie, tie bar, and shined boots, is an important part of attending National Police Week. Be sure to pack it carefully to keep it wrinkle-free and looking sharp for the various ceremonies and memorial services. White gloves can be worn too at events, but it is optional at the discretion of your department. For example, in some departments members of the Honor Guard are required to wear it but not regular department members.
2)Â Duty belt: Your duty belt is an essential accessory to your dress uniform, showcasing your dedication and professionalism as a law enforcement officer. Don't forget to pack it in your luggage.
3) Gun: No Class A uniform is complete without a gun. Active and retired Law Enforcement Officers in good standing can carry concealed in Washington D.C. Â
How to Pack Your Gun on a Flight: Packing a gun for a flight can be confusing, but here are the basics:
You can fly with your gun in your checked luggage. You need to keep the gun and magazine unloaded in a locked container that is separate from where you keep your ammunition. That is, the gun can be unloaded and in a locked case in the suitcase, with the ammunition next to it in a "securely boxed" or hard-sided case. The definition of securely boxed means that it can be the box the ammunition came with.
4)Â Patches, Challenge Coins, Pins, and Swag for Trading: One of the highlights of National Police Week is the opportunity to network and connect with fellow law enforcement officers from around the country. Bring along patches, challenge coins, pins, and other swag from your department to trade with others, creating lasting mementos and fostering camaraderie.
Chapter 5: Getting From the Airport into Town
Washington, D.C. is served by three major airports, each with their own unique characteristics and advantages. Ronald Reagan Washington National Airport, located in Virginia, is the closest to downtown D.C. and offers easy access to the city's metro system. Washington Dulles International Airport, located in Virginia as well, is known for its modern architecture and serves many international flights. Lastly, Baltimore-Washington International Thurgood Marshall Airport, located in Maryland, is the farthest from downtown D.C. but can offer lower airfare options and easy access to Amtrak trains. Each airport offers various transportation options for travelers to get to and from their destination in the city.

Concerns of Police Survivors (C.O.P.S.) Candlelight Vigil:
Casual to semi-formal attire is appropriate for this event. Dress comfortably but respectfully, keeping in mind that you will be outdoors for an extended period. Law enforcement officers may choose to wear their uniforms or dress blues to the vigil, but this is not required.
Police Memorial Ceremony on May 15:
Semi-formal to formal attire is recommended for this event, as it is attended by the President of the United States, members of Congress, and other dignitaries. Law enforcement officers should wear their dress blues or other formal uniform for this ceremony.

Silence your cell phone: Ensure that your cell phone is turned off or set to silent mode during ceremonies and vigils to avoid any disruptions.
