I go to Itoya on every visit to Tokyo. It's one of the best stationary stores in the world, full stop. Check out every floor and don't sleep on the birthday card selection, many of which are blank or in English—I always stock up and keep a stash of incredible cards on hand. 

Itoya is a large stationary store, ranging from cards, pens, booklets and notepads. Great for back to school and a luxury visit.
