" The Tallinn Town Hall is the oldest town hall in all of Northern Europe . First mentioned in 1322, the building's history dates back to the 13th century, though it wasn't completed in its current form until 1404 . The Town Hall served as the center of Tallinn's city government until 1970. Today, it functions as a ceremonial building and a popular tourist attraction. It's located in the Raekoja plats (Town Hall Square) which is the heart of Tallinn Old Town."
