"Jono kalnelis was created in the 17th century when the city's fortifications were being expanded. The hill was named after Johann von dem Birckholtz, a Prussian military engineer who was responsible for the construction of the fortifications. In the 19th century, Jono kalnelis became a popular park for locals and visitors alike. A number of cafes, restaurants, and shops were built on the hill, and it became a popular spot for socializing and enjoying the views. During the Soviet era, Jono kalnelis was neglected and fell into disrepair. However, in the 1990s, the hill was restored and it is now once again a popular tourist destination."
