If you’re looking for a quick trip across the border, Rosarito is a great option. Located just south of Tijuana, this little town doesn’t have a ton going on, but it has good surf, decent beaches, and good food.

Some Tips for Visiting
Crossing the Border
San Diego to Tijuana
Getting into Mexico tends to be pretty seamless and easy. The line usually doesn't take very long, and the guards will rarely give you any trouble. One time we were stopped and searched, but even that didn't take very long. I recommend entering through the San Ysidro Crossing when going to Rosarito, because it is closer.

Tijuana to San Diego
Getting back into the United States tends to be a bit more arduous. If you have Global Entry, it's pretty seamless because you'll get to go much faster through the Global Entry line. Remember though, everyone in your car has to have Global Entry to be able to drive through.
